The National Employment Non–profit Public Company Ltd (OFA) is implementing a priority project co-funded by the EU, titled “Partners for Employment” (TÁMOP 1.4.7-12/1-2012-0001) in order to give professional support to different types of employment projects in Hungary.
The priority project is aimed at developing of the non for profit sector, the enhancement of its role in providing labour market services in order to develop labour market skills and employability of different groups of disadvantaged people.
Previous programmes of the OFA proved the impact of employment projects implemented by civil organisations when sound professional support strengthened the process of realisation. However, the results can be improved if process evaluation is included.
In order to increase effectiveness of employment programs the priority project provide:
- professional support for the granted organisations
- promotes networking,
- organises exchange of experiences
- dissemination of good practices, institutionalisation of models
Product of the priority project:
- Handbook for innovative employment methods,
- Handbook with the description of transit model,
- Handbook for standards for employment pacts
- Database of good practices/methods/solutions/ information related to employment programmes
- 4 curricula for teaching methodology (identified by the need assessment study)
The beneficiaries of the services offered by the priority project are organisations or consortia of organisations. 140 organisation are involved implementing more than 50 projects:
- Organisations having innovative employment projects (TÁMOP 1.4.3.), 33 projects were granted
- Organisations implementing „transit-employment” in construction industry (TÁMOP 1.4.5) 4 projects were granted, and probably other 15 will be granted soon
- Organisations that are members of employment pacts implementing employment projects (TÁMOP 1.4.6.) 15 projects were granted
Other beneficiaries of the priority project:
- Institutions and professionals collaborating with employment programmes
- Stakeholders on the local labour market, enterprises etc.
- Non for profit organisations working in other types of employment projects
- Policy makers, decision makers
At the moment about 50 projects are ongoing, however they are at different stages of the implementation process.
The structure of these granted projects has strong similarities:
- After the recruitment and selection the unemployed takes part in vocational training in parallel with skill development training and other support.
- Having obtained a qualification the participants are placed in granted jobs for 6 months.
- At the end of each project the people involved has to find a job on the open labour market.
However, the schemes for employment differ in this programmes.
In the innovative projects there are 5 main topics:
- promoting young people starting their career,
- jobs in the real labour market for people with disabilities,
- workplaces in green industry,
- social enterprises in the social economy
- digital jobs on the labour market
The project for employment pacts are not aimed at forming new pacts, but to encourage existing pacts to run employment programs.
The scheme of transit programmes is limited to construction industries, where people are trained and placed in different construction related occupations.
Duration of the priority project: 01 July 2012. – 30. June 2015.
Framework of process evaluation
One of the goals of the priority project is to develop a model for process evaluation in order to help the granted organisations to reach their objectives and at the same time to provide data for decision makers about the effectiveness of these programs.
For the implementation of process evaluation the OFA has some relevant past experience, such as the evaluation of an experimental project for dropouts. The evaluation was at project level. Another similar evaluation has been implemented for a project aimed at developing small villages.
This priority program is aimed at making a process evaluation at programme level. The work has to cover all 3 employment schemes, has to give feedback to organisations and data to decision makers.
